I had just enough exposure to the Uncle Sugar Gravy Train Ride to know that they seriously frowned on not just highly energetic and motivated new hires but ANYONE who worked hard enough to make them look lazy and non productive.
The joke everywhere was "If you are working up a sweat you are doing it wrong".
At NAVALEX Vallejo, California the GS employees in charge of various defense contract departments all had their own offices./
In every office I set foot in I saw grease stains on the wall behind their desks.
Every office came equipped with a rolling oak arm chair with leather cushions.
The upper part of these chairs was connected to the lower part with a big spring that allowed the chair to recline.
It was pretty obvious that the grease stains on walls were from GS 11 Level Department Managers leaning back in their chairs and taking naps at their desks for 30 or 40 years....

In the records offices...EVERY RECORDS OFFICE I EVER HAD TO DO BUSINESS IN....you could count on it being staffed to a large degree with 300 pound Black Sheboons that shuffled around at a snail's pace while filling the room with a nasty atmosphere of sweat, perfume, body odor and LOUD MOUF BELIGERANCE.....
